Some Specific Aspects Regarding the Communication of CBRN Risks with the Population - the Importance of Quantifying CBRN Substances and their Effects

Individual components within the CBRN (chemical, biological, radiological, or nuclear) group interact differently with substances, including living tissue. Consequently, the nature and severity of their effects vary based on the specific properties of each CBRN material. To assess the impact on people exposed to these substances, special quantities have been proposed. These quantities help determine the health risks and dangers posed to the human body. Simplifying the assessment of the consequences of individual CBRN components or their overall health effects is crucial. This involves comparing the expected danger and its severity with the effects of well-known other diseases or injuries. The simplified approach allows the public to better understand the realistic danger of CBRN in both normal and emergency situations, considering their impact on health. While chemical and biological agents lack a universal system for risk assessment, ionising radiation faces the issue of too many introduced quantities presently in use. Many of these quantities are difficult to directly measure, which complicates the interpretation of monitoring results. This complexity also affects public communication, emphasizing the need for clear language when explaining the level of danger without delving into excessive detail. CBRN substances can be divided into two essential groups: „C“ and „B“ on one side and „R“ and „N“ on the other. The paper discusses some basic problems related to the communication of CBRN danger with the public, stressing the importance of using the simplified approach in quantifying risk assessment with a language understandable by people who are not fully aware of the CBRN threats but need some information to understand what to do in case of danger caused by these agents.
