Original language description
The Smart Cities concept and its gradual implementation in cities and municipalities in the Czech Republic and abroad uses processes and methods from information and knowledge management. In connection with the use of various methods from the field of information management and knowledge management, Smart technologies are gradually being integrated. Integrating different parts of the Smart Cities or Smart Home concepts increases the potential risks of cyber threats. These risks must be mitigated through new or updated security standards, legislation, and organisational internal guidelines. Ineffective methods are primarily available for creating security standards in information technology using MS Office applications. A similar informalised procedural approach is used when drafting and updating new legislation. The first area of the preparation process for these areas is inefficient, lengthy, and time-consuming regarding staff time. By implementing appropriate innovations that introduce knowledge and information management methods, the initial process of preparing new safety standards and new legislation can be innovated to make the process efficient, automated and formalised. At the same time, new knowledge and information management methods can be used to innovate other process procedures related to developing new legislation and new safety standards. The paper aims to propose and validate suitable innovative methods, including their combination for creating new safety standards for use in thematically focused parts of the Smart Cities concept in the Czech Republic with the possibility of further use in the process of preparing new legislation, and other internal procedures of organizations related to the process of preparing legislation, especially in government organizations.
