The paper examines specific safety and security aspects concerning threats posed by CBRN (Chemical, Biological, Radiological, and Nuclear) agents and other hazardous substances in urban areas. These threats endanger soft targets and public spaces. Particular emphasis is placed on protecting soft targets from terrorists and other malicious extremist attacks. Such targets are often chosen by terrorists to maximise casualties, instil fear in the population, and gain media attention. Additionally, these targets may include educational, healthcare, and religious facilities, as well as key transportation hubs, significant buildings, and elements of urban resilience.
