    Author deals with the use of term corruption in the public discourse and by the possibilities and limits of study of this phenomenon. He compares the development and main characteristic features of this phenomenon under the communist regime and the post-communist period. He analyses the state of corruption in the eyes of the public specifies some apparent contradiction i the public opinion about corruption and tries to offer possible explanation. Finally he shows the risks that stem from the impact of corruption on the public for policy and democracy.
