Ensuring Human Security in Armed Conflicts: The Role of Non-State Actors and its Reflection in Current International Humanitarian Law
Original language description
The paper analyses the relationship between non-state actors and human security in times of armed conflicts. Section 1 defines the three crucial terms used in the text ? those of human security, armed conflicts, and NSAs. It also specifies the relevant legal framework, which is that of international humanitarian law (IHL). Section 2 explores the ways in which selected NSAs affect the state of human security in armed conflicts and how this role is reflected in the legal regulation of IHL. The set of selected NSAs encompasses the ICRC, NGOs, armed opposition groups, national liberation movements, private military and security companies, transnational corporations, and the mass media. The paper concludes that current IHL fails to take into account the complexity of the roles that NSAs assume in armed conflicts vis-?-vis human security, with its regulation largely based on stereotyped, albeit inaccurate, images of various NSAs.cts is therefore multidimensional and merits a closer scrutiny
