    Migration and human rights in the context of contemporary Tunisia and Libya

    Migration governance in North Africa remains highly problematic, particularly in Tunisia and Libya, where political instability and undemocratic systems exacerbate human rights violations against migrants. Libya, a key transit hub, is notorious for abusive detention centers, while Tunisia has witnessed rising xenophobia and exclusionary policies. Instead of addressing these concerns, both states benefit from European Union support aimed at curbing irregular migration. This paper argues that the EU’s security-driven approach prioritizes border control over human rights, instrumentalizing migrants for political and financial purposes. By analyzing policy documents, media narratives, and human rights reports, it highlights the paradoxes of current migration governance and calls for long-term strategies that uphold human dignity, regional stability, and sustainable development.
