    Democratic norms preservation. A problem with populism in the recall case

    More democracy does not mean more freedom within democracy, nor to have more tools for raising its “quality”. Now, when democracy is shaken by spreading populism, conservative political scientists (or scientists, who are “aware” according to Oakeshott) prefer long-term preservation of democratic norms (because of the stability). Norms combine necessity of the freedom and the equality elements from the modern concept of democracy, but they are also possible threats by an emptiness of “more liberal” democratic process notions such as recall. Recall is a tool for citizens, which can give them a “better feel” about their options how to participate, but without proper content and normative boundaries (without quality). According to Tocqueville, there is no option how to govern democratically and justly without normative boundaries (i.e. tyranny of the majority), without preservation of human and citizens’ rights. I will try to show that there is a clear linkage between populist selling the recall “better feel” for people, and the norms emptiness. All will be shown on example of recall emptiness (i.e. Laclau) in dataset emitted by Tomio Okamura, a leader of populistic party the Freedom and Direct Democracy.
