    Since the end of the 1990s, scholars and policy-makers have spoken about using environmetnal cooperation as a tool for local development, conflict transformation and peace-building. Environmetal cooperation is believed to internalize norms, form local and regional identities and interests, operationalize routine communication, and marginalize the acceptablity and of the use of violence. The idea of using environmental cooperation as a tool for local development and peace-building has ever been reflected in the agendas of international organizations. UNEP has introduced specific science-based internationally aplicable instruments for capturing and evaluating the relations between environmental stability, development and peace. In particular, the policy instrument of Post-conflict environmental assessment is presently used successfully in conflict-prone and post-conflict areas.
