Citizen participation is a cornerstone of democracy. It allows for the introduction of issues that the public considers important, often filling gaps in the agendas proposed by political parties and representatives. This is particularly evident at the municipal level, where the principle of subsidiarity is put into practice. This area can also be applied to public budgeting, which allows for the visualization of priorities. The aim of the contribution is to evaluate the current approach to involving the public in financial decision-making of municipalities and to discuss alternative options in the form of participatory budgeting. Civic participation in Czech municipalities emerged after the Velvet Revolution. Finance committees as part of municipal councils, but their design is limited by the way they are staffed. Participatory budgeting offers an alternative that allows for greater public involvement in decision-making. However, implementation varies between municipalities and data limitations currently prevent deeper research. Further research should focus on evaluating finance committees and analysing the development of participatory budgeting in specific municipalities.
