The Analysis of The Municipal Budgets in Czech Republic from 1994 to 2004

The municipalities in Czech Republic, being the principal units of the local self-government, underwent significant changes in terms of financing within the last decade. The paper analyses the budget performance of the municipalities between 1994 and 2004. Considering the diversity of the municipalities, the analysis is carried out on both, all the municipalities of Czech Republic and the municipalities up to 30 thousand inhabitants. This cohort (99.5% of the municipalities) includes 63% of the inhabitants of Czech Republic, covers 96% of the area of the state and implements 51% of the municipal expenditure. The aim of the paper is to evaluate the development in the municipal financing and to describe and discuss the specifics of finance of the "small"municipalities. Analýza hospodaření municipálních rozpočtů ČR v letech 1994-2004

V posledním desetiletí došlo k významným změnám v hospodaření obcí ČR, jakožto základních jednotek územní samosprávy. Článek je analýzou jejich hospodaření od roku 1994 do roku 2004. Vzhledem k tomu, že obce nejsou homogenní skupinou, analýza je provedena jednak za všechny obce a města ČR, jednak za obce a města do 30 tis. obyvatel. Tato velikostní skupina zahrnuje téměř 63% obyvatel ČR, zaujímá 96% celkového území ČR, tvoří 99,5% z celkového počtu obcí a na výdajích municipálních rozpočtů v ČR se podílí 51%. Cílem příspěvku je zhodnotit vývoj rozpočtů obcí v ČR a současně také zjistit a popsat specifika v rozpočtovém hospodaření měst a obcí do 30 tis. obyvatel, které jsou důležitými subjekty rozvoje regionů. Vývoj rozpočtů obcí je analyzován z následujících hledisek: 1) Podíl obecních rozpočtů na veřejných rozpočtech; 2) Příjmy rozpočtů obcí; 3) Výdaje rozpočtů obcí; 4) Saldo hospodaření obecních rozpočtů; 5) Zadlužení obcí.Analýza přinesla poznání, že ve sledovaném období došlo k nár
