Government deficits and government debt, by virtue of their dynamics and the levels they reach, are a developmental phenomenon in the majority of European and non-European economies which cannot be neglected. Because of the real problems they entail, anextensive amount of theoretical and empirical research is focused on the issue. The topic is more significant nowadays because he last economic crisis forced governments to massive discrete fiscal stimulus of economies that lead to sizeable structural deficits and swift growth of public debt. Because of the issue of time inconsistency of government policies it is obvious that there is a wager of fiscal policy sustainability in many countries. The very strong motive urges to search the mechanism of solving the problem of deficit bias of public finances. The aim is pointing out the possible solution of deficit bias and subsequently clarifying the value of fiscal rules (with emphasis on numerical fiscal rules) for solving this issue. The f
