The recent economic crisis has affected public finances of the countries involved. A number of analyses that addressed impacts of the economic crisis on public finances and effects of budgetary policy changes on the economy have focused on the governmentsector as a whole or, possibly, on the central government. However, a significant share of public finances is also made up by the local government sector. This fact brings a number of questions related to the impact of the crisis on the budgets of localgovernment levels, their response to the crisis or, possibly, the measures taken on the central level with respect to local levels. Characteristics of the revenue decentralisation and autonomy and expenditure decentralisation are in individual countriesvery different, as are fiscal rules applied at the sub-central level of governments.
