    The SDG Index: A Study of Its Subnational Applicability

    The concept of sustainable development, which was included in the 2030 Agenda, has evolved into a generallyrecognized strategy for sustainable development, particularly at the transnational and national level. A collection ofindicators for the 17 Sustainable Development Goals (SDGs) provides feedback on the implementation of the progress ofthe SDG concept. An important indicator is the Sustainable Development Index (SDG Index), which is part of UN andEU assessment reports. The SDG Index is a tool to compare countries&apos; attempts to achieve the Sustainable DevelopmentGoals. The purpose of this study was to evaluate the applicability of the SDG index at the subnational level. The studywas carried out to find out where and for what purpose the SDG Index is used, to compare the methods used to calculatethe SDG Index at different levels, to identify how indicators for its calculation are selected, and to find the data sourcesused to calculate it. The study drew on the United Nations and European Union&apos;s Sustainable Development Reports. The2019 SDG Index for European Cities served as an example of how the SDG Index could be used at the subnational level.The SDG Index is relevant for country rankings and has the potential for subnational application. However, whenimplementing them, it is hard to overlook their comprehensive character. Despite significant progress in data availabilityat the national level, subnational data availability remains a major challenge. The SDG Index for European citiesdemonstrates, as well as other studies in the literature do, how the SDG Index may be used at the subnational level. Afurther examination of the SDG index, as well as other sustainability indicators, will be carried out within the frameworkof the GAJU Faculty Team Grant Project: ‘Economic and Financial Imbalances at the Enterprise, Regional, and NationalLevels’ in its subproject ‘Sustainability at the Regional Level, Challenges, and Solutions’.
