The article describes the development of political culture in the Czech Lands in the era of power dualism. The political culture was based on the relations between the ruler and representatives of the estate who fought for political power. The form political culture was influenced by long-term processes, especially by the development of political mentality of the estates (political thinking), the institutionalization and bureaucratization of the state administration.
