This paper describes systems engineering and system architecture design and development of the C2 system of the Army of the Czech Republic. The design objective of the C2 system is to provide automation support to commanders and their staff, based onthemission and phase of operations. Key to the future interoperability of GF TCCS is using NATO technical recommendations (e.g. NC3TA ? NATO C3 Technical Architecture), technical reference models, and NATO Common Operating Environment (NCOE). Thispaper pressents an ongoing effort at Military Technical Institute of Electronics to provide one integrated decision support ?system of systems? which is intended to assist decision makers, using a portfolio of data/information sources, knowledge, toolsand techniques. In this paper we are describing experiences in design and development process of complex C2 system where legacy system does´t exist and when development is based on uncertain, incrementally creating military requirements.

Tento dokument popisuje systémový návrh a architekturu systému velení a řízení Armády České republiky. Cílem vývoje C2 systému je poskytnout velitelům a štábům automatizovanou podporu založenou na cíli a fázi operace. Klíčem k budoucí interoperabilitěOTSVŘ PozS je využití technických doporučení NATO (např. NC3TA ? NATO C3 Technical Architecture), technických referenčních modelů a NATO Common Operating Environment (NCOE). Tento dokument prezentuje připravované akce Vojenského technického ústavuelektronikky k vytvoření jediného integrovaného ?systému systémů? na podporu rozhodování, který je určen na podporu rozhodovacích subjektů, s využitím portfólia datových/informačních zdrojů, znalostí, nástrojů a technik. V tomto dokumentu popisujemezkušenosti procesu návrhu a vývoje komplexního systému velení a řízení, který nestaví na předchozím zastaralém systému a kde vývoj je založen na neurčitých, přírůstkově tvořených vojenských požadavcích.
