Analysis of approaches to capability planning used by NATO nations and EU member states within their national defence planning processes
Original language description
The defence planning process, as used within the frame of the Czech Ministry of Defence, is very often referring to principles of the NATO Defence Planning Process (NDPP). It is obvious that one of main objectives of the national defence planning must be to fulfil requirements stemming from the Alliance ambition. However the point is whether, to this end, it is indeed indispensable to fully implement NDPP procedures into the national environment. Outcomes of the analysis point out the fact that significant number of NATO nations and EU member states are using approaches to capability planning which reflect specifically national strategic needs and concerns. Procedures, which could be considered as suitable or even standardised within the NATO or EU planning processes, are not implemented in any nation in term of a consistent planning mechanism. The key conclusion of analysis points out the fact if nations want to be really coherent with NATO/EU planning procedures, they should pay high attention to outputs from national planning processes to be in line with NATO/EU requirements for capabilities.
