In accordance with the main objectives of the study, the report describes outcomes of analyses aimed at identifying current approaches to capability planning as applied through NATO and EU planning structures as well as by nations. When analysing different approaches to capability planning, a special accent was put on existing capability taxonomies, capability assessment methods and methodologies for prioritisation of identified capability shortfalls. The analysis points out the fact that significant number of NATO nations and EU member states implemented their national approaches to capability planning reflecting specifically national needs and interests. Procedures, which could be considered as suitable or even standardised for Alliance or Union planning purposes, are not implemented in any country in terms of a consistent planning mechanism. The proposed methodology for capability assessment is thus a compilation of positive findings and best practises taken from national, NATO and EU planning processes. Implementation of the proposed national methodology could enable to assess and evaluate a real level of capabilities of force units, identify shortfalls against capability requirements and set priorities for the remedy process with a view to operational risks. Outcomes from the capability assessment could be, as a whole, supportive to decision making process at the strategic level.
