    Organisation and Concepts - Democratic Principle of Civilian Control of Armed Forces

    Lecture for military and civilian personnel of Iraqi MOD on principles related to the civilian control of armed forces in the democratic society. Civilian control of the military is a principle that places ultimate responsibility for a country's strategic decision-making in the hands of the civilian political leadership, rather than professional military officers. The reverse situation, where professional military officers control national politics, is called a military dictatorship. Civilian control is often seen as a prerequisite feature of a stable liberal democracy. Civilian control of the armed forces is a sine qua non condition for democracy, the degree and type of such a control varies according to the system of government, historical traditions and cultural values, and different perceptions of threat. The whole question can be looked a simple democratic paradox: American political scientist, adviser and academic Sam Huntington “Because we fear others we create an institution of violence to protect us, but then we are afraid of the institution we created for our protection”. One of the most influential theories in this regard was proposed by Samuel Huntington in the late 1950s. In Huntington’s view, the “objective civilian control” means to maximize military professionalism.
