    The “English Speaking Skills Development Handbook – Level 1” is designed for learners enrolled in Level 1 intensive, upgrade, and refresher courses provided by the Language Centre of the University of Defence in Brno. It may also serve as a supporting resource in the initial phase of intensive courses aimed at preparing learners for the Level 2 final examinations. The primary objective of this handbook is to help military learners develop and strengthen their speaking skills at the elementary level. The handbook is structured into 14 thematic units, in accordance with the requirements of the Testing Department of the Language Centre in Brno. Each unit begins with a questionnaire that introduces key vocabulary related to the topic. Learners then consolidate new lexical items through a range of activities, such as mini-talks, role-plays, responding to teachers’ questions, answering questions based on short texts, and translation-based exercises. These teacher-mediated instructional activities are reinforced by immediate corrective feedback from the teacher, which is especially important at the elementary level. In addition to speaking, the handbook places some emphasis on writing, with the aim of reinforcing language knowledge through spontaneous production. The units conclude with a “Vocabulary Expansion” section, which further extends learners’ lexical repertoire within the given topic. The material is designed to be flexible in use. Since the units are self-contained, they do not need to be taught in the order presented, nor is it necessary to complete every task within a unit. Depending on learners’ language needs, instructors may select specific activities, adapt them, or combine them with their own materials. The handbook is grounded in findings from three complementary studies examining the effectiveness of speaking-focused activities in elementary-level military EFL classes. These studies were conducted by teachers of English at the Language Centre of the University of Defence in Brno. The first explored the activities from adult learners’ perspectives, the second from teachers’ perspectives, and the third identified key divergences between learners’ and instructors’ perceptions of instructional effectiveness. Together, the insights from these studies form the empirical foundation and pedagogical rationale for the handbook’s overall design and recommendations.
