Since the early 90´s, the Czech Republic has lost most of its defense industrial capabilities and lost its position of leading arms exporters worldwide. Along with accession to NATO and related requirements for interoperability of systems, this has beenone of the key reasons for purchasing major weapon systems from foreign contractors. These arms contracts representing largest public contracts have become interface between Czech national defense and security policy and economic policy. Through demanding offsets, the Czech Government has sought for additional benefits for domestic economy, eliminating negative impacts of placing public contracts abroad. This paper describes forms of these efforts and analyzes their potential impacts on Czech economy performance.
