Original language description
The aim of the paper is to define the soft methods of structuring the problems and sort them by a purpose of their using. The term of unstructured problems is defined and further the overview of existing definitions and approaches to understand the problem structuring is mentioned. Application field is in description of the results and causes of ineffective problem structuring with a linkage to found low level of using the soft methods during a problem structuring. This state is documented by the example of Planning of activities and development in the department of Ministry of Defence and Armed Forces of the Czech Republic.
