This paper deals with scenarios and operational concepts as elements of new comprehensive approach to long-term defence planning. The scenarios and operational concepts are the main tools for the generation and development of forces in the field of longterm planning, when they form requirements for their generation, preparation and general as well as specific capabilities. Operational concepts (Future Operational Concepts - concepts of future exploitation of armed forces) characterize exploitation thearmed forces in the operations in more distant horizons of the next approximately 7 to 15 years. This is the necessary basis of considerations about the generation, development and future exploitation of the armed forces.
