The goal of Defence Planning is to identify required capabilities for dealing with or react on wide spectrum of security challenges and evolving circumstances of the security environment. To understand the process of defence planning it is important to sense what the fundament of decision-making problem is. First decision-making problem is to identify objectives ? what military instruments we are going to employ probably, how they should be structured, prepared, armed and what is going to be operationaltempo. Second decision-making problem is how to reach identified objectives. There are two main approaches to the defence planning. Logical first step of the defence policy decision making is to identify security threats steaming from the security environment. Based on the analysis of the threats the security objectives are set up and following national defence strategy is elaborated. Second approach is much more holistic and dialectic.
