The article briefly discusses the characteristics of the formation of the public sector, This concept has been defined from the perspective of multiple authors. The article analyzes the formation and functioning of the public sector and the factors influencing this sector. It also addresses the issue of the effectiveness of the public sector, and what influences its efficiency. Thus defines the basic features of an effective state of the public sector. The conclusion focuses on the defense sector, specifically on the area of economic services and on notions of the economic theory, finance theory and financial theory of the public sector.
