Analysis of the Gas Distribution System Operator's Activities on Declaring the State of Emergency
Original language description
This article discusses the gas system operator's activities as well as the impacts that arise from the gas supply failure within a defined territory of the Czech Republic. In the case of technological accidents described in the article and simulated during the carried out exercise SIMEX 2016, the substantial change in the operating mode of the gas distribution system occurred, which caused an interruption in the supply of natural gas to the customers. The failure in supply was caused by an accident on a gas pipeline followed by explosion and fire in the affected area. The process of dealing with the accident from the point of view of the gas system operator has been analysed and described in detail in the presented article. The individual trainees were supervised by independent observers, whose task was to evaluate the performance of the exercise tasks and requirements compliance. Based on the results of the observations and conducted exercise audio recordings, the evaluation accompanied by the SWOT analysis was carried out. The results will serve for increasing the emergency pre-paredness on the side of the gas system distributor and help in improving the security measures both in the or-ganization and in the crisis management au-thorities at the level of municipalities with extended powers.
