EU ECONOMIC SECURITY AND DUAL-USE TECHNOLOGIES IN POLITICAL, SECURITY AND RESEARCH CONTEXTS
Original language description
Current geopolitical developments are forcing the European Union to reconsider the traditional approach in which the economy and security were perceived separately. This article therefore analyses the new European Economic Security Strategy and its link to research and development of dual-use technologies. The analysis shows that the current fragmentation of programmes and the strict separation of civil and military research is no longer sustainable. Although initiatives such as EUDIS and STEP indicate a shift, barriers in the areas of funding, innovation procurement and legislative definitions still persist. For this reason, it would be appropriate to improve several things, from better coordination of existing programmes to the creation of a separate instrument for dual-use research. In conclusion, the author states that effective support for dual-use technologies is crucial for strengthening the EU's economic security, strategic autonomy and its global competitiveness.
