Original language description
Based on an analysis of the national TIP programme the paper examines the path-dependency effect in R&D&I collaboration within supported projects and identifies key entities, their roles and links in collaborative networks. The analysis is based on a mix of quantitative and qualitative methods. R&D&I cooperation arose especially between knowledge providers and users – private firms and universities that have previously collaborated on publicly funded projects. The inter-firm collaboration remained significantly weaker, and usually occurred between firms and transformed and privatised state-owned research organisations focused on applied research. This long-term cooperation was established in the communist era and led towards the formation of technology clusters in traditional industries.
