The dense settlement structure of Czech Republic and the diversity of Czech municipal political systems require researchers to categorize municipalities into groups by a selected criterion before starting an analysis of any political phenomena at local level. The paper focuses on possible approaches towards definitions of municipality categories. For the research of municipal election campaigns´ character, the level of competitiveness and the plurality of the system were chosen as the criteria to definethe group of small municipalities to be analyzed. Above all, it is supposed that the low level of competitiveness in small municipalities is reflected in the centrally coordinated process of setting up the lists of candidates. Since election campaigns do not take place in such cases, the research will mainly aim at circumstances that cause qualitative transformations of the political systems in the given municipalities and shift them from one category to another.
