Across industries and branches, individuals, institutions and states try to take advantage of numerous grant programmes and compete to gain corresponding project funds. In order to achieve the programme objective, selection of the best proposals is vital. Evaluating an R&D project among candidates for funding is one type of vague and ill-structured decision making problems. In this article three fuzzy expert systems (FESs), that are employing fuzzy logic, are proposed to evaluate and select R&D projects. Every FES corresponds to one main criterion of evaluating projects? proposals. These three criterion and their sub-criteria and factors are mainly guided by the identified evaluation criteria of the EU?s Framework Program (FP). This could bring benefits in organizing a national or interenational competition of research projects as well as in managing institutional research.
