The European Union is the world leader in the field of environmental protection. Air protection is an important part of it and has also become part of EU law. Air Protection Tools form a comprehensive system and its very important component is the economic instruments of air protection. These economic instruments are used by EU Member States in mix of different elements, which are elected according to the national environmental protection policy. An essential element of this mix is the EU-wide ETS, a common emission allowance market, across the EU. With this theme, far beyond the economic and environmental spheres, social and ethical specificities are linked. In addressing the problem of reducing greenhouse gas production, we encounter the problem of negative externalities, which in this case is associated with ethical issues of greenhouse gas emissions by issuers, towards residents who suffer from the negative effects of this externality.
