    The RE-ENFORCE policy brief examines how to accelerate and improve forest restoration in Central Europe under increasing disturbance regimes (windstorms, drought, fires, pest outbreaks) intensified by climate change. It highlights that current national restoration approaches are fragmented: definitions of degradation, restoration priorities, funding availability, and monitoring practices differ substantially, limiting comparability of outcomes and potentially jeopardizing delivery of binding EU targets under the Nature Restoration Regulation (restoring 30% of degraded forests by 2030, 60% by 2040, and 90% by 2050). The document identifies four main barriers: (1) inconsistent legal and professional definitions of degradation, (2) insufficient integration of climate adaptation into the choice of tree species and provenances, (3) short-term and fragmented financing, and (4) divergent restoration objectives and incoherent monitoring. It recommends adopting shared EU-level definitions and indicators, systematically integrating climate projections into national restoration plans (including testing climate-resilient provenances and mixed-species compositions), securing long-term and cross-border funding, and establishing a common framework for evaluating restoration success based on ecosystem-relevant indicators of biodiversity, stand structure, and regeneration.
