    In order for forest policy to make a difference in the field, foresters have to be adequately trained to improve their knowledge, skills, attitudes and behaviour. In addition, they must be able to train other stakeholders on policy issues and their implications, such as the rights and responsibilities of private forest owners and local communities. One of the main objectives of the FAO Project ?Capacity Building and Communication Strategy for the Forestry Sector? was defined as to strengthen the forestservice and licensed forest managers in their communication capacity with forest owners through the development of an in-service training programme in communication techniques, participatory approaches, skills and attitudes which can be used in their contacts with forest owners and other relevant stakeholders. The purpose of the participatory process can be seen as increasing the skills, confidence and knowledge of the forest owners to collaborate and engage in sustainable development. T
