Research infrastructures have been a major topic for analysis and discussion since thencreation of the OECD Megascience Forum in 1992, which was renamed Global SciencenForum (GSF) in 1999 after the broadening of its mandate.nFollowing publications on “Large Research Infrastructures” (2011), which dealt primarilynwith policies for the establishment and management of large single site facilities, and onn“International Distributed Research Infrastructures” (2014), addressing the challengesnassociated with a growing type of infrastructures that are distributed geographically, thisnnew report is identifying policies and procedures that can strengthen the sustainabilitynand the effectiveness of the functioning of research infrastructures during their entire lifencycle.nAs the number and complexity of research infrastructures (RIs) is increasing, managers,nfunders and research performing organisations have to find solutions that can ensure thenlong-term operation of their RIs, which represent very important strategic investments innresearch within rapidly evolving financial and political contexts.nThis report presents findings, analyses and conclusions from an OECD GSF ExpertnGroup regarding the challenges faced by research infrastructure funders, managers andnoperators for the long-term sustainability of these facilities. The objective was not toncarry out an exhaustive analysis but rather, based upon an in-depth survey of the variousnstakeholders, to provide useful information and advice to funders, managers andnpolicymakers who are faced with very practical challenges. This OECD report thereforenanalyses key issues that were identified all along the various phases of the researchninfrastructure life-cycle, presents solutions that have been found to be applicable inncertain cases, and proposes a series of policy recommendations which could benimplemented to increase the sustainability of research infrastructures. We sincerely hopenthat it will be informative and useful. Naturally, we would be interested in receivingncomments from readers.
