Original language description
Th is paper deals with the European Neighbourhood Policy in the case of three South Caucasian countries ? Armenia, Azerbaijan and Georgia. By comparing the official documents issued by the European Commission with the independent data provided by severalindependent NGOs this paper suggests the European Neighbourhood Policy is not an efficient tool in this regard. Finally, the paper offers a hypothesis that the ENP is rather a tool in the hands of the South Caucasian countries by which they carry out their own political goals.
