    A characteristic feature of the transport development is the continuous growth in the number of motor vehicles on urban roads and increasing exigencies on the transport of passengers and goods. Growth of traffic volume necessarily entails the increase ofnegative impacts on the environment, number of conflict situations, as well as reduces the attractiveness of the city and inhibits its economic development. Valuable city areas and the obligation to preserve the character of towns or quarters prohibit the application of extensive development of urban traffic facilities. From this perspective it is necessary to make use of the possibilities offered by Intelligent Transport System (ITS - hereafter) with minimum surface requirements. Setting up of the necessary structure (architecture) will allow build traffic management systems with conceptual interconnections of individual subsystems.
