New social risks suh as actual social phenomenom. Unemployment, low possibility od sucess on the labor market, non-stndard forms of employment accumulation of a wide range of social risks leads to a variety of socio-pathologifcal forms of behavior. The characteristics of the Moravian-Silesian Region are: high unemployment, excluded localitiies, a high rate ofo recidivism of crime a large number of peopole at risk or social exclusion, unfavorable structure of the populaion in terms of age and educationallevel. Effect of enviromental burdens, industrial development and urban planning.Chaniging values, ways of spending leisure time, increasting crime.
