    Disaster Risk Reduction System at the Regional Level in the Czech Republic

    The article describes disaster risk reduction in the Czech Republic at the regional level. The major authorities in this field are the regional authority, the municipal council of the district authority, the municipal authority and primarily the Fire and Rescue Service of the Moravian-Silesian Region. The Fire and Rescue Service of the Moravian-Silesian Region is the most important agency because they analyse the risk in the territory. Their analysis forms the basis of potential emergencies and crisis situations important to the Region, district authorities and municipalities. In the Moravian-Silesian Region, the most significant risks are floods (natural and man-made), epidemics, earthquakes, fires, hazardous chemical substances released from stationary facilities, large-scale railway accidents, large-scale traffic accidents, air crashes, and accidents related to the leak of hazardous chemical substances during transport (railway, road and pipeline). There is also a specific risk in the Ostrava-Karviná region: the uncontrollable leak of mine gases (due to the mining activities in the region). The basic requirement for disaster risk reduction is the preparation of a plan: specifically, the regional emergency plan, the regional crisis plan, crisis plans of district authorities, flood plans and safety reports for chemical warehousing, and chemical production and distribution. Other protective components include the establishment of a warning system, installation of sensors monitoring river surface elevation and detectors monitoring leaks of hazardous substances and the construction of flood-control systems. The cooperation between ministries is facilitated by the Fire and Rescue Service of the Region and the Interior Ministry Headquarters of the Fire and Rescue Service of the Czech Republic. Other important authorities include the regional authority, the Ministry of Interior, the Ministry for Regional Development and the Ministry of the Environment.
