At the VŠB-Technical University of Ostrava, Faculty of Safety Engineering, Department of Civil Protection in the field of Emergency Planning and Crisis Management, is taught the subject called Civil Emergency Preparedness at bachelor's degree program. Learning outcomes of the subject unit is focused on the management processes a assessments related to the preparation for extraordinary events and crisis situations in the Czech Republic. Special attention is paid to the issue of civil protection and safety of infrastructure and territory. The content of the subject is focused on the complex concept of preparedness of man, material, information and financial resources and the preparedness of the territory for the coping with consequences of extraordinary events, respectively crisis situations. Lessons have standard form of lectures and exercises. Individual problems presented during lectures are practiced in the exercises. By practicing each topics individually, students gain experience only for limited perception of the complex of civil emergency preparedness. In order to improve the quality and attractiveness of lecturing, the concept of exercise has been changed. The reason was to link theoretical and practical knowledge. The new exercise concept reflects real practice. Students are simulating the meeting of the "Security Council of the Kravaře, Municipality with Extended Competence" in the Moravian-Silesian Region in the Czech Republic. The present article captures a new concept of teaching the subject Civil Emergency Preparedness. Part of the article is a description of the individual teaching units (exercises) of the subject.
