In recent years, the world has been plagued by a large number of emergencies that have an impact not only on the population, but also on health, property and the environment. One of the basic tasks performed by the public administration is to ensure the safety and protection of the population through various tools. One of the tools is, for example, safety planning. With the help of safety plans, it is possible to achieve the application of appropriate measures that help deal with emergencies or crisis situations and thus mitigate the impact on the population. The paper presents a possible approach to the unification of non - military safety plans in the Czech Republic. Non-military safety plans are documents that cover a wide range of safety issues - population protection, crisis management, emergency planning, integrated rescue system, fire protection, flood and pandemic plans, and more. The structure of individual safety plans differs in the Czech Republic. This is thanks to many legal and departmental regulations, as well as the abilities of processors. The aim of the project was to create a mechanism that would enable the unification of the approach in the development of non-military safety plans, and thus streamline their use in practice. For this reason, an analysis of safety plans related to the issue had to be performed. Subsequent evaluation of the analysis helped to create a theoretical model of the mechanism. The mechanism is a tool that will serve for a simplified and uniform procedure for drawing up safety plans. Its goal is to increase the effectiveness and usability of individual safety plans. This article describes the development of this mechanism.
