    Land-use planning as a basis for risk management in the territory

    Ensuring the civil protection and the safety of its territory is one of the basic tasks of the state in which, inter alia, public administration participates. The deteriorating security situation in the world and the changing threats make it necessary to continuously assess the risks in a territory and to establish current security requirements. The article describes the principles for determining the requirements of civil protection in land-use planning. These principles are based on the &quot;definition of risks&quot; that will be taken into account in the framework of land-use planning, then the &quot;areas of interest of civil protection&quot;, which are closely related to &quot;setting limits of areas of interest&quot; in relation to the identified risks and character of the territory, and finally setting &quot;civil protection requirements&quot;. Civil protection requirements are divided into general and specific requirements. Application requirements for the civil population concern mainly the areas of transport infrastructure, technical infrastructure, public facilities, and protection of the territory in relation to threats. Territorial protection in relation to threats includes emergency planning zones and below-the-threshold zones established with regard to the presence of hazardous chemicals and flood plains. Establishing population protection requirements in spatial planning is a fundamental basis for managing risks in the territory, maintaining population safety, and sustainability of the territory. The proposal of civil protection measures based on an assessment of risks in the territory is a progressive procedure including current safety trends.
