This chapter analyses the Czech legislation, conceptual documents, and methodological manuals dealing with the issue of safety and protection of the population. Ensuring the protection of the community in the conditions of the Czech Republic is mainly related to dealing with emergencies and crisis situations. The chapter, therefore, evaluates the legal enshrine of this issue using the qualitative method SWOT analysis. The chapter focuses explicitly on the prevention and preparedness of the population in the Czech legislation concerning building community resilience and proposing criteria for assessing community preparedness in these situations.
