Whereas the measurement and statistical processing of sinusoidal and rectangual voltage fluctuation are specified in the actual version of IEC61000-4-15, this is not true for parameters of rapid voltage changes such as dc, dt, and dmax. Even other standards like IEC 61000-4-30 and IEC 61000-3-3 provides lack of definitions in this area. Manufacturers of flicker measuring instruments have had to devise their own interpretations which have resulted in deviating implementations of the measuring instrument.The paper describes major new definitions, their practical impact and new testing methods for flickermeters.
