    Quantitative evaluation of socially excluded localities. Case study of Ostrava city

    Socially excluded localities represent a serious problem for both the society and the local administration. They require careful monitoring of their origin and development in order to take appropriate measures. This paper focuses on the quantitative evaluation of socially excluded localities in Ostrava. Different aspects were used for the evaluation: economic, societal, demographic, urban, health, environmental and spatial. Three categories of localities were distinguished on the basis of a joined expert evaluation of indicators and each socially excluded locality was classified. Subsequently, a characteristic set of indicators? values for each category is provided. The proposed set of indicators allows characterizing of problematic localities (and their searching) and also revealing of the symptoms? diversity which is useful in terms of monitoring localities, designing appropriate measures, and monitoring their impacts.
