Assessment of the Magnitude of Fiscal Policy and the Dominance of Redistribution Function Across European Countries During the 1995 - 2012
Original language description
Functions of fiscal policy should be mutually balanced. This paper assesses the magnitude of fiscal policy and the importance of social expenditures in 30 European countries during the 1995-2012. Assessment is based on government finance statistics and national accounts data. The magnitude of fiscal policy is approximated with total expenditures to GDP ratio, while the importance of redistribution function is expressed as the ratio of social expenditures to other expenditures. Used indicators are introduced in greater detail in the article. Countries are divided into four groups which are examined separately. We can say that the magnitude of fiscal policy has not risen during the observed period, but the social expenditures have gained importance. Theredistribution function of fiscal policy has strengthened.
