Efficiency is often considered as central issue in analyses of economic growth, the effects of fiscal policies, the pricing of capital assets, the level of investments, the technology changes and production technology, and other economic topics and indicators. Differences in efficiencies across different territories are seen as important policy targets by most of governments. Focus of the paper is dealing the problem of searching the efficient frontier and group of similar units using Data Envelopment Analysis (DEA) method. DEA is a suitable tool for selecting the appropriate benchmarking set (or reference set with respect to obtained efficient frontier) and understanding the implications of this choice for improving efficiency of decision making units, i.e. the European Union NUTS 2 regions based on their factor endowment identified by Regional Competitiveness Index 2013 (RCI2013) approach.
