Efficiency of Government Expenditure: A Comparison of OECD and EU Countries
Original language description
Classification of government expenditure can play an important role. Thearticle uses two kinds of classification of government spending a) traditional breakdown into productive and unproductive government spending, and b) into individualand collective services. Therefore, the aim of this article is to investigate the role ofthe classification of government expenditure in the case of their impact on economicgrowth. Empirical analysis is focused on both the OECD and EU countries and theircomparison in the period 2000-2012. From a methodological point of view, GMMestimator is used. The results of empirical analyses show that in case of the traditionalbreakdown of government expenditure, the impact of productive expenditure on economicgrowth is negative in OECD countries and not significant in EU countries.However, in case of the classification of government expenditure on individual andcollective services, results confirm that individual services affect economic growthnegative and collective services promote economic growth, as the expenditure on collectiveservices also includes spending on R&D unlike unproductive spending e.g. incase of expenditure on education.
