The Comparison of DEA and PROMETHEE method to evaluate the environmental efficiency of national steel sectors in Europe

  • Original language description

The aim of this paper is the environmental efficiency of national sectors of European steel industry. In particular, emissions trading with CO_2 is involved in analysis. The core factor of the environmental policy of the EU is the EU ETS system, whose idea is trading of emissions allowances for CO_2. Steel companies obtain some amount of emissions allowances for free which authorizes them to manufacture products (together with emissions). That is why that number of allowances is considered as the input in our model. On the other hand, the amount of CO_2 emissions released is regarded as the output. In addition, the structure of companies size and GDP per capita are other inputs and amount of production is the second output. Two methods are used to evaluate the efficiency of units and compared. Apart of the traditional DEA approach, the PROMETHEE analysis is also used. The both approaches are applied to data set of 22 national steel sectors in Europe for year 2014. The results of both models are identical, except for a few specified exceptions.
