The article demonstrates that general economic contradiction between needs and possibilities has provided the basis for polystructural vision on regional strategic management and development of the theoretical model of regional potential. The component model of regional potential is composed of two main parts – resource and efficiency components. Regional potential model is tuned for two managerial dimensions embracing extensive and intensive ways of development. Economic potential of Ukrainian regions has been estimated and clusters of regions are identified. DEA was used for technical efficiency assessment, and taxonomy method was applied to evaluate the resource level of regions.
