The process of EU enlargement creates for old and new Member States new conditions and possibilities for their development within the European and global economy. On the one hand, the EU Member States must deal with a challenging competitive environment of the single internal market, on the other hand the EU Member States are gaining more opportunities in an open global economy. The main conditions for successful existence in this environment become competitiveness and productivity that stand in the forefront of all the states and integration groupings and far exceeds the dimension of the European integration process. The aim of the paper is to observe and evaluate the development of the national economies of the EU-28 in terms of integration milestones and globalization tendencies in 2000–2013 period through selected Data envelopment analysis (DEA) method. Theoretical part of the paper defines the concept of competitiveness via Country Competitiveness Index (CCI) approach, briefly discuss key milestones in the integration process of EU Member States within the reference period and outlines the procedure of output oriented Malmquist productivity index (MPI) using constant return to scale as specific dynamic approach. The empirical part of the paper deals with the measurement and evaluation of productivity changes of EU-28 countries in four different phases of integration within period 2000–2013. Preliminary results characterize EU Member States in terms of their facilities and the prerequisites for achieving adequate results, which presents several groups of more and less competitive economies.
