Culture is an important aspect of European Union (EU) policy. It is a driving force for economic and social development, as well as innovation and cohesion. The main EU's cultural priorities are therefore to contribute to the development of the culture in the Member States, to encourage contemporary cultural production and to promote cultural cooperation and diffusion of culture across EU. Moreover, also the issue of cultural cohesion and multiculturalism is very topical in the contemporary, rapidly changing environment. Currently we are experiencing a number of manifestations of insufficient cultural integration in today's highly differentiated European societies. The paper deals with the issue of the participation of EU citizen on the foreign culture. The intention is to assess the attitude of EU citizens to foreign cultures. The expression of openness to foreign cultures can be demonstrated by the effort of citizens to learn foreign languages and to participate on foreign cultural products. The aim of the paper is therefore to evaluate the EU Member States in these areas, by usage of multicriteria decision making methods. The results of the research are pointing out the differences among EU Member States, concerning the attitude of citizens to participate on foreign culture.
